Donna M. Lowman, Esquire

Donna M. Lowman is a member of the workers’ compensation section.  In addition to representing employers and insurance carriersin all aspects of Pennsylvania state workers’ compensation litigation, she also represents employers and responsible operators in all levels of Federal Black Lung litigation.

After graduating law school, Mrs. Lowman served for 2 years as a clerk in the Court of Common Pleas in Fayette County.  She began litigating Pennsylvania state workers’ compensation and Federal Black Lung cases, representing miners and widows, in 1987, as an attorney with the United Mine Workers’ of America.  Subsequently, in 1990, she focused her practice on representing employers, insurance carriers, and coal mine operators in Pennsylvania Workers’ Compensation matters, in addition to the Federal Black Lung Act.

She has litigated Federal Black Lung cases before the Administrative Law Judges, the Benefits Review Board, and the Third Circuit Court of Appeals. She continues to represent employers and insurance carriers in all facets of Pennsylvania Workers’ Compensation litigation and advised clients in the best methods to limit exposure.

Mrs. Lowman frequently conducts seminars and presentations on a variety of topics, including Psychological Injuries, Recent Developments in Case Law, and Cost Effective Strategies for the Management of Workers’ Compensation Claims.  She has served for over 14 years on the Board of the Pleasant Hills Library as a Trustee.
